Nabil Eid . Talal Al Katlabi joined the
work team in 1998. Dr.Nour Sheikh Obeid
Manager of ICT4 Development project, Strategic,ICT Program for SOCIO-Economic Development
in Syria - UNDP 2004 has contributed much to promote and upgrade this
promising initiative . Now, we are now the world's leading body to
handle the disability cases. Computer Assisted Instruction in Syria ,Salamieh
SCHR -CAI
INTERNATIONAL extends its educational programs worldwide. The
SCHR is a non-profit corporation .

I would like to

The Studies Centre for Handicapped Research (SCHR) in Syria,
Salamieh. We together with my team of volunteers and specialized
staff endeavor and strive to improve and upgrade the living
conditions and standards of all handicapped people in Syria.
Our strategy is
to implement specialized computer programs and models to help those
with special needs, such as those affected by Down Syndrome,
Cerebral Palsy, Autism and other neurological conditions. We have
also implemented specialized and targeted courses that aim to
promote the knowledge base of individuals with special needs to help
them be able to work independently in Syrian society.
We very much

to help
increasing our knowledge and ability to improve the conditions of
all people with special needs. We aim, through this, to achieve

1989 – 1990: Engineer from Aleppo university. 1991-1993: ICT Studies for EMH – Educable Mentally Handicapped & SEN
– Special Educational Needs. 1993 – 1996: Teacher for Training Hearing disability , Deaf – Mute. 1994: Achieved certificate and developed new sign language to
teach computer for deaf – mute students . 1997 - 1999: Working on speech recognition for
the blind and the visually
impaired. 2000 - 2003: Working on Mental retardation program for special
needs. 2004: Employed at ReefNet community centers Syria, and UNDP Syria, 2005: ICTARB project manager, Information and Communication
Technology in Arab Region for the Blind. 2005-2006: Working as a Special Education Adviser for
the blind and disability children with additional disabilities (age
groups 11- 21 ). Currently working as manager for Salamieh Community
Telecntre.
Researches: 1993: Designing new crocuses for hearing disability to use ICT by new sign language . 1997-1999: The Blind and visually impaired We conducted a thorough study and programs through which we can
enable this group to use the computer without recourse to such
traditional ways,such as the Braille Method. We started by using sound
utterances and relating them with all the options and the commands of
the application of office programs and operating system. This method
will enable the blind to say the commands verbally through
microphone so that they can carry out the program options directly.
Then the center showed interest in studying speech recognition
through alphabetical characters without depending upon dictionaries
which were used by other international companies. Furthermore, we analyzed the
characters morphologically and we studied distinction charts in
order to reach a final and only solution, that is, the use of sound
card as a basis for work. This card should be programmed and
prepared by specialist technicians. These studies are still underway
until we arrive at the desired results.
2000-2005: New Projects for Mental Retardation
The (SCHR- CAI)
Institute for special needs with learning
disability studies has analyzed the cases and the extents of mental
paralysis for every child. So I created special programs
to train them through developing their mental skills and
concentrating on the investigation of the factors affecting them
such as the loss of concentration, directions and color distinction.
The programs and courses aim mainly at
reducing the gap between the mental age and the real age for every
child, and to develop his/her mental level so that he/she can have
the ability to act and interact with people with great confidence. For the reasons I mentioned above, I conducted five researches and studies
on the local and
international levels, which can be summed up as follows:
•Teaching Mentally Handicapped ( Special Needs
Education) Book : 200 pages size 17×21 cm CD-ROM :1 CD
capacity 600 M.Byte 50 pages of records and files for learning disability children,
that include tables with program for analysis evaluation level. Preliminary training : 7 Groups , 900 Pages include all picture such as,
animals , foods , relations , arithmetic........ The program studies improving the memory of mentally handicapped by
more 1000 questions and prompting, shaping, intelligence quotient
(IQ) The program is supported with sound effects. This new program
is at the local and international Arabic levels , This program is used in
many handicapped institutes. It has a curriculum for
2 years. •Programming "Teaching Montessori
at home" CD-ROM :1 CD capacity 500 M.Byte Developing the Mentally Handicapped in
their real living, especially at home. The program support with
sound effects. •Program for the Evaluation and Treatment of
Cerebral Palsy This programs includes records for CPC children and Physically
treatment planning , studies , IQ, capacity of program 25 M.Byte
•A study of the deaf - mute: Our Institute
receives children of various ages and levels
and trains them on how to use the computer. We have initiated a new sign
language for symbols. The terms and the hand movements or gestures
are designed for communicating between the instructor and the mute or
deaf trainees. Through this sign language the trainees will carry out the commands
for software applications. This experiment was so greatly successful
that our center attracted more children from other regions who
sought our new methodological approach..
